Инфляция
Рост общего уровня цен на товары и услуги как результат обесценения бумажных денег и снижения их покупательной способности. Инфляция может быть ползучей (см. Creeping inflation), т.е. нарастать медленными темпами, галопирующей (galloping inflation) в виде скачкообразного роста цен или стремительной, получившей название « гиперинфляция» (см. Hyperinflation). Темпы инфляции можно оценить при помощи индекса цен. В Великобритании, например, рассчитывается общий (см. Headline inflation rate) и базовый (см. Underlying inflation rate) уровень инфляции на основе индекса розничных цен. В Евросоюзе измеряется унифицированный уровень инфляции (см. Harmonized index of consumer prices) на основе унифицированного индекса потребительских цен. Борьба с инфляцией всегда была основной задачей макроэкономической политики государства, которое стремится свести ее к минимальным показателям. Так, например, в Великобритании целевой показатель инфляции за год равняется 2,5%, а в Евросоюзе 2%. Инфляция отрицательно влияет на весь ход экономического развития страны. Она дезорганизует хозяйственную деятельность, наносит ущерб бизнесу прежде всего из-за неопределенности рыночной конъюнктуры, нарушает нормальное функционирование денежно-кредитной и фискальной систем. Социальные последствия инфляции выражаются в снижении реальных доходов населения и обесценении сбережений. Существуют две основные причины возникновения инфляции: избыточный спрос при полной занятости ресурсов (см. Demandpull inflation) и рост издержек производства (зарплаты и сырья) (см. Cost-push inflation). Согласно монетаристской экономической теории инфляция спроса является результатом избыточной массы денег в обращении. Монетаристы рекоменуют строгое регулирование денежной массы в целях сокращения расходов. За такие же меры ратуют и кенсианцы с той лишь разницей, что они предлагают увеличить налоги и сократить государственные расходы. Инфляция издержек ассоциируется в основном с чрезмерным ростом номинальной заработной платы и внезапно возникающими скачками цен на сырьевые товары( в основном на нефтепродукты). Статистические данные последних десятилетий свидетельствуют о замедлении роста уровня инфляции в развитых странах мира: если среднегодовой уровень инфляции в США в 1981-1990 гг. составил 4,7%, а в Великобритании - 6,1%, то в 1991-1999 гг. соответсвующие показатели равнялись 2,7% и 3,3%.
